The Manager, Emergency Operations and Security is responsible for overseeing the Emergency Management Program, Security Program, and Contract Security Team. This position plays a critical role in ensuring the safety and security of all SAC Health locations, staff, and patients. Reporting directly to the Director of Safety and Security, the Manager will collaborate closely with various departments to develop, implement, and oversee comprehensive security protocols and emergency preparedness initiatives. Additionally, the Manager will partner with the Risk Management and Compliance Manager to develop, implement, and maintain the Workplace Violence Prevention Program.

ESSENTIAL FUNCTIONS AND DELIVERABLES
Enhance and execute a comprehensive Emergency Management Program.
Manage the assessment, revision, and maintenance of the Emergency Management Plan, including disaster mitigation, preparedness, planning, training, education, response, business continuity, and recovery.
Conduct annual Hazard Vulnerability Analyses (HVAs) to identify potential threats and vulnerabilities.
Create and complete After-Action Reports (AARs) after drills and real incidents to assess performance and improve procedures.
Coordinate quarterly drills and provide Hospital Incident Command System (HICS) training to leadership and emergency response personnel.
Establish and maintain a functional command center for effective emergency response coordination.
Oversee the daily operations of the security program and contract security team.
Develop and implement security policies, plans, and protocols.
Ensure all security measures comply with local, state, and federal regulations.
Partner with the Risk Management and Compliance Manager to develop, implement, and maintain the Workplace Violence Prevention Program.
Work with Compliance and Risk Management conduct training sessions for staff on violence prevention and response.
Work with Compliance and Risk Management to monitor and evaluate the effectiveness of the Workplace Violence Prevention program, making necessary adjustments to ensure a safe work environment.
Work closely with clinic directors, department leaders, and other stakeholders to ensure a safe and secure environment.
Provide regular reports and updates to senior leadership on the status of security and emergency management initiatives.
Keep records and analyze security reports to track trends in activity and identify potential hazards or vulnerabilities.
Develop and deliver training and education for staff on emergency response, security protocols, and workplace violence prevention.
Be available to respond to off-hour incidents and emergencies, coordinating with local law enforcement, emergency responders, and other agencies, as necessary.
Stay informed about local, state, and federal regulations, guidelines, and standards regarding disaster preparedness planning.
Ability to travel between clinic locations as needed; must have a reliable vehicle, valid driver's license, and auto insurance.

QUALIFICATIONS:
Education: High school diploma or equivalent required. Bachelor's degree in Emergency Management, Security Management, or related field is preferred.
Licensure/Certification: Valid California driver's license and auto insurance. Certification in Incident Command System (ICS) 100, 200, 700 & 800 are required. Additional certifications such as Certified Threat Manager (CTM), Certified Healthcare Safety Professional (CHSP), Certified Healthcare Emergency Professional (CHEP), and/or Certified Healthcare Protection Administrator (CHPA) desirable.
Experience: Minimum of 5 years of experience in security, emergency management, or related area required. Strong understanding of security challenges in healthcare settings required. Experience developing and implementing security and emergency preparedness plans and protocols.
