The Nurse Manager (NM) for Community Living Center (CLC) is a self-directed nurse leader who is accountable to the Assistant Chief Nurse for Extended Care. The NM is vital to the execution of programs that directly affect resident care, nursing practice, and satisfaction. The NM ensures administrative support and guidance while providing oversight for the delivery of resident centered nursing care and management of nursing personnel and clinical resources. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Current BLS provider card Three (3) years of RN experience in Geriatrics or Long-Term Care Setting MSN or Master's degree in a related field National certification in Gerontology (RN-BC), Wound Care (WCC), or Nurse Executive (NE-BC) Previous nursing management experience Demonstrated skills in project management and coordinating care in a multidisciplinary setting. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Initiates new programs to further the goals and performance measures in the CLC to provide resident centered care. Promotes the Quality Management Program through education of interdisciplinary staff and takes a leadership role in developing TQI monitors and risk management activities. Ensured timely and accurate submission of all quality data. Uses the results of quality improvement activities to initiate changes in nursing practice and in the delivery of care. Monitors and analyzes data from reports such as but not limited to: RAI/MDS, HAPU rates, Falls Incidence, Infection Control Surveillance, Consistent Assignments reports and Assault data. Supports, Joint Commission, OSHA, Long Term Care Institute (LTCI), National Patient Safety Goals, Service wide Performance Measures, and evidence-based practice in the clinical setting to ensure optimal resident centered care outcomes. Systematically evaluates and facilitates change in clinical practice/standards to effect positive change, develops action plans, and monitors for needed modifications. Serves as an advocate reporting suspected abuse and neglect of the Veteran Resident. Ensures dignified and humane care of residents and their families. Responsible for development of nursing strategic plan and succession planning in collaboration with the Chief Nurse for Extended Care. Participates in bed flow activities such as consult management, screening residents for admission and coordination of resident discharges. Works collaboratively with the designated team members for these processes. Promotes veteran and family education surrounding care issues and seeks their active involvement in the care delivery process to establish resident centered care goals. Works with the principles of the service recovery program. Works closely with Chief Nurse and Assistant Chief Nurse on personnel actions including feedback and counseling for nursing staff, service recovery activities, and hiring procedures. Maintains working knowledgeable of and completes reports regarding policy and procedures that include but not limited to: staffing reconciliation, payrolls exceptions, risk management, patient incident and personnel accident, EEO and sexual harassment allegations. Engages in self-evaluation of practice on a regular basis, identifying areas of strength as well as areas in which professional development would be beneficial. Provides peers and colleagues with feedback regarding their practice and role performance. Provides direct supervision and mentorship for Assistant Nurse Managers. Believes in the professional practice of nursing and consistently demonstrates and advocates for nursing as a member of an inter-professional team in providing high-quality care and safety of the resident. Serves as a role model to nursing team members, students, and other members of the health care team.
