The Supervisory Medical Instrument Technician - Supervisory Echocardiography/Electrocardiography (ECG) Technician, is a highly skilled professional who will have full supervisory responsibility for all echocardiography technologists as well as ECG technicians within the Cardiology Section, VA Medical Center, San Francisco. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Certification. At this level, it is highly desirable that supervisors possess certification in two or more functional specialties. Participation in recognized professional organizations as a Board examiner, in the development of curricula for training, or testing for the Board is evidence of competence. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-10: Higher Level Supervisor (a) Experience. At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. This would be specialized experience as a first level supervisor which demonstrates possession of the knowledge required to provide medical instrument technician services in the functional specialties supervised as well as supervisory knowledge, skills, and abilities. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): (b) Demonstrated Knowledge, Skills, and Abilities: 1. Advanced knowledge of complex and non-standard treatment and examination procedures and techniques. *2. Ability to plan and assist in the establishment of a completely integrated treatment and examination program. *3. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations. *4. Ability to manage the fiscal matters of the functions supervised (which would include fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. *5. Knowledge of and ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluation; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Preferred Experience: Producing diagnostic quality images and Doppler frequency recordings using M-mode, two-dimensional, and Doppler ultrasound. The Incumbent at the full performance level, will perform the higher-level duties of significant scope, complexity (difficulty), and range of variety, 25% of the time. In addition to planning work schedules and operations, makes changes in the organization of work within allowable costs and established policies. Has the authority to develop plans and schedules for guidance of subordinate supervisors and other subordinates for the accomplishment of work to meet program goals, objectives, and broad priorities established by higher levels of management. This includes carrying out such responsibilities as: (a) Analyzing work requirements and determining staff and resources needed to accomplish work. (b) Reviewing and analyzing records and reports of work production, costs, and equipment and staff resources used to evaluate progress and control or reduce costs. Reports progress and resolution of problems in achieving goals and objectives to higher levels of management. Assigns and explains work requirements relative to Cardiac Ultrasound and ECG's for new requirements or changes, as well as existing progress. Resolves technical work problems not covered by precedents or established policies for non-routine or complex procedures. Studies continuing problems on the quality and quantity of work and operating effectiveness and takes or recommends needed actions. Work Schedule: Full Time. Monday-Friday. 8:00am-4:30pm.
