Under general direction, plans, organizes and directs various revenue cycle functions for both Inpatient and Outpatient Behavioral Health services, and Substance Use services provided by both County and contract providers. Assists the department in billing cycle analysis, fiscal reporting, compliance, and administrative responsibilities.
The ideal candidate will have extensive revenue cycle experience with Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare and other payors for Mental Health and Substance Use. Must have experience administering the billing functions in an electronic health record system. Must be analytical, able to handle a large workload under tight timelines, and be resourceful in identifying opportunities for enhancing revenue.
PAYROLL TITLE: Program Administrator III
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam with a score of seventy percent (70%) or higher.

Program Administrator III is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies, for this position only, which is a Regular position.

Examples Of Duties: Duties may include, but are not limited to the following:
Assists with the administration of the Behavioral Health billing department;
Monitors and assists billing staff to identify, research and resolve issues to ensure claims are submitted timely and payments are posted accurately;
Identifies opportunities for improvement and prepares and presents billing related recommendations to management;
Researches, analyzes, prepares and validates reports for management;
Develops, configures, and implements changes as needed to the Electronic Health Record systems;
Assists with the development of policies and procedures related to the Revenue Cycle to ensure operational efficiency and cost effectiveness;
May represent the County in contacts with other governmental or community agencies and the public;
Prepares reports; compiles and analyzes financial information and statistical data to improve operations, identify program needs, and/or change service delivery methods;
Attends meetings to identify issues and make recommendations regarding changes in processes/procedures; assists with presentations to management and policy makers regarding billing issues;
Supervises billing staff ensuring that all are trained on current billing and reimbursement procedures; and
Performs other related duties as required.

EDUCATION, TRAINING and EXPERIENCE Any combination of education and experience equivalent to:
Possession of a Bachelor's degree or its equivalent in Business Administration, Health Care Administration, Finance or a related field, AND
Three (3) years of recent experience with Short-Doyle Medi-Cal, Drug Medi-Cal, Medicare, and other payer billing and reimbursement processes.
Three (3) years of recent experience working with an Electronic Health Record system. Experience with Netsmart and/or Cerner a plus.
Three (3) or more years' supervisory experience.
Knowledge, Skills, and Abilities:
Working Knowledge of:
The principles and techniques of program management, Short Doyle Medi-Cal and Drug Medi-Cal claims processing;
Understanding knowledge of Avatar or similar MIS systems;
Revenue cycle management, organization and staffing, administrative application of data processing, public relations, and personnel administration as applicable to allocated level and program; and
Principal techniques and methods applicable to assigned program.
Skill in the following:
Microsoft Excel and Microsoft Word skills
Working Ability to:
Analyze administrative and fiscal problems, prepare a variety of reports and recommendations;
Speak effectively in public, and plan, organize;
Represent department in discussion of contracts and understanding the role of billing department;
To read, understand and follow government policy, change and requirement documents; and
Supervise the work of others.
