The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of planning, recruiting, talent management, change management, organizational and performance management, training and development, and compensation. The CHRO provides strategic leadership by articulating human resource needs and plans to the executive, leadership and management teams and the board of directors.
Required Qualifications (Knowledge, Skills, Abilities, Education, Training, and Licensure:
Bachelor’s degree in Business, Human Resources or related field; Master’s Degree preferred.
Ten plus years of related experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
FQHC experience preferred.
Thorough knowledge of California employment-related laws and regulations.
Communicate clearly and concisely, both verbally and in writing and demonstrate a high level of listening skills.
Efficient time management skills, with the ability to meet deadlines and organizational needs.
Strong administrative skills with attention to detail.
Ability to work as an Executive Team member.
Computer literate skills in general office functions, such as word processing, email and spreadsheets;
Strong organizational skills.
Ability to coordinate and facilitate meetings.
Certification by HRCI as SPHR/PHR/PHRca, or SHRM as SHRM- SCP/CP.
Adherence to infection control procedures, including but not limited to, standard precautions of temperature monitoring, hand washing, symptom self-monitoring, masking and social distancing.
Assist and support the Center/Department/Program to meet standards of High Reliability.
Must have valid driver’s license and insurable driving record.
Essential Responsibilities and Duties
Establish and implement human resource efforts that effectively communicate and support the company’s mission and guiding principles.
Develop human resources plans and strategies to support the achievement of the overall business operations objectives.
Function as a strategic business advisor to the executive, leadership and management teams of each department regarding key organizational and management issues.
Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of business plans and mission.
Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective.
Provide overall leadership and guidance to the human resource function by overseeing talent acquisition, career development, retention, training, leadership development, compensation and the benefits program.
Participate in the WellSpace Health wide quality assurance and quality improvement program.
Support initiative to adhere to infection control procedures including but not limited to standard universal precautions.
Supports WellSpace Health initiatives and programs to meet standards of High Reliability.
Other duties as assigned.

Physical Demands and Work Environment
The work environment is characteristic of an office environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands to handle, or feel. The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone. The noise level in the work environment is usually quiet.
The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care. The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals.
