The Director works with a team of midwives, primary care providers, obstetricians, nurses, nutritionists, social workers, medical assistants, health educators, the Perinatal Program Administrator and other staff to oversee program development and ensure the coordination and delivery of quality services in CommuniCare Health Centers’ (CCHC) Perinatal Program. CommuniCare Health Centers is a federally qualified health center providing comprehensive patient-centered primary care services including medical, dental, substance abuse treatment, mental health and outreach services to low income, multi-ethnic, uninsured and underinsured populations.
40 hours per week, including variable clinic hours. Travel to all clinic sites is required. Evening meetings and clinic/hospital hours possible.

Oversees program planning and administration for midwifery services provided at CommuniCare Health Centers and collaborates with Sutter Davis Hospital (SDH) midwifes and physicians and CCHC CMO in overseeing programmatic issues in the Collaborative Practice.
Serves as an active member of the CCHC Leadership Team, offering input regarding operational, clinical, and strategic issues impacting the organization.
Assists the CMO in preparing and analyzing perinatal related reports and program budgets.
Serves as a midwife clinician, seeing patients in clinic and taking call in the SDH Birth Center for approximately 50% of FTE. [This may fluctuate from week to week and does not necessarily reflect 50% FTE of scheduled clinical time.]
Provides leadership and direction to CCHC midwifery staff by facilitating monthly midwife meetings and working with Perinatal Program Administrator to co-facilitate monthly all Perinatal staff meetings. Ensures all staff are updated regularly on program quality improvement, client satisfaction, and outcome measures.
Serves as the CCHC midwife liaison to SDH nursing, midwifery, physician, and administrative staff to ensure quality and coordination of inpatient midwifery services within a Collaborative Practice model of care.
Responsible for oversight of the midwife call and clinic schedules in collaboration with the Program Administator. Works with the program manager to ensure coverage of work absences for a 24/7 call schedule. Recruit, hire, orient and train CNM staff and per diem midwives. Oversee credentialing and proctoring of midwives for the Sutter Davis Hospital Birthing Center as well as CommuniCare credentialing systems. Assures that all midwives are trained on systems, protocols, and billing, and provides clinical updates. In collaboration with HR, oversees licensure, malpractice forms, and other record keeping as required.
Responsible for clinical quality assurance and performance improvement activities and risk management review for the midwives. Assures coordination between physicians, clinic and hospital staff to effectively meet patient needs, perinatal program goals and regulatory guidelines. Assists with monitoring of clinical services quality and program effectiveness. Participates in CommuniCare Health Centers Quality Improvement Committee and Patient Safety activities.
Supervises and evaluates program provider staff including midwives and CommuniCare perinatal nurse practitioners and physician assistants. With the CMO and SDH obstetricians, assures clinician competency. Performs annual intrapartum and antepartum review of charts and reviews monthly MD chart audits. Provides feedback to the clinicians. Provides a peer review process. Promotes staff development, evaluates training needs of clinicians and help coordinate appropriate training.
Assists the clinic staff with the development and maintenance of risk management tools to track and follow-up high risk patients and to track and monitor lab tests, test procedures, referrals and other screens and assessments. Attends weekly high-risk meetings with physicians and midwives and assure follow-up of meeting care plans and protocols. Assists with the tracking of high-risk patients. Works with CMO to develop and monitor clinical benchmarks for quality care.
Coordinates perinatal program services in the clinics with the Perinatal Program Administrator including patient flow, patient satisfaction, and other operational details.
Identifies and implements programs to enhance quality of care. Works with hospital, Sutter OB/GYN and CCHC CMO to develop and monitor program policy and procedures, clinical protocols, chart audit tools, and systems to monitor clinical performance and productivity. Helps to develop patient education tools.
Represents CommuniCare midwives at the monthly Sutter Davis Hospital Performance Improvement Committee meetings, the monthly IDPC meetings, the bi-monthly OB Operations meetings and the Birthing Centers Issues meetings as needed. Attends quarterly Sutter-wide CNM Committee meetings. Works with clinic staff, CCHC CMO, and physicians on any clinical issues that are generated from these forums.
Collaborates with the CMO to supervise the clinical guidelines of the CommuniCare Comprehensive Perinatal Services Program (CPSP). Coordinates with PN Administrator and attends Perinatal program staff and provider meetings. Conducts or coordinates in-services as needed. Works with staff from other agencies to coordinate quality care for patients.
Assists with marketing and outreach activities for the Perinatal Program to increase awareness and visibility of the service.
Coordinates with the Training and Volunteer Manager to meet volunteer needs of the program. Engages volunteers and/or students/residents to meet program needs; may include duties such as interviewing, selecting, supervising, training, and managing performance. Provides direct and timely performance and behavior feedback as necessary for volunteers and/or students/residents.
Works collaboratively with Human Resources and Executive management around compensation matters and will demonstrate an understanding of CCHC’s compensation philosophy.
Performs other program duties as required to offer high quality, accessible perinatal services as needed or assigned.
Education: Graduation from an ACNM accredited program and board certification by the American College of Nurse Midwives. Must maintain Sutter Davis Hospital Birthing Center privileges.
Experience: Experience working in an outpatient clinic setting and a demonstrated commitment to comprehensive care for low income women and high-quality health care. Experience working in a multi-disciplinary team delivering comprehensive care to women. Administrative and supervisory experience required. Demonstrated knowledge of local health care delivery system. Experience working in a busy environment, often under pressure, without compromising accuracy, attention to detail, and courtesy to clients, staff and other agency staff. Successful experience managing budget guidelines strongly preferred.
Special Skills/Equipment: Bilingual Spanish/English preferred. Demonstrated ability to assume responsibility and to work independently as well as in a team. Ability to problem solve creatively for improved service delivery. First/Third trimester ultrasound skills, First Assist certification encouraged.
Expectations: Attendance and punctuality is necessary. Versatility, flexibility and a willingness to work within constantly changing priorities with enthusiasm and have acute attention to detail. Expected to have strong interpersonal skills and the ability to understand and follow written/verbal instructions. Ability to work independently with little or no supervision. Ability to work effectively with diverse individuals at all organizational levels, patients, and external partners.
