The Chief Compliance Officer oversees and monitors the implementation of the corporate compliance program, reporting on a regular basis to the CEO, Executive Leadership Team and the Quality Improvement Leadership Committee on the status of issues related to compliance with federal, state and other regulatory agencies; risk management of all types; and vulnerability to internal fraud, abuse and waste.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Develops and maintains up to date knowledge of corporate compliance requirements and related laws and regulations as mandated or recommended by federal and state agencies; attends external corporate compliance training provided by the CA Primary Care Association; NACHC; and others as directed by the CEO.
Develops and maintains a corporate reporting calendar to ensure timely data collection, aggregation, analysis and timely submission of all reports required to maintain compliance.
Serves as the primary manager of the Health Resources and Services Administration Electronic Handbook through which federal compliance is maintained.
Develops and maintains the Hill Country Code of Conduct and ensures that all staff and Board members receive the appropriate training and education.
Serves as a resource for the Chief Operations Officer for all external and internal compliance audits; ensures that corrective action plans are documented in a timely manner and effectively implemented.
Oversees and coordinates the compliance reports, site visits and licensing requirements necessary for opening new sites including, but not limited to, CDPH and DHCS licensing and PHC site visits.
Oversees development and maintenance of policies and procedures for compliance, risk management, and other required Policies and Procedures. Is able to coordinate and navigate the electronic platform for policy management.
Oversees a comprehensive patient and staff Risk Management program, develops and maintains a written risk management plan and annual evaluation of the plans effectiveness; develops and maintains policies and procedures related to patient safety which are included in the annual Federal Tort Claims Act application.
Oversees processes for external and internal incident reporting. Reviews incident reports and conducts follow up investigations as warranted.
Collaborates with the Chief Medical Officer in the investigation of clinical events including sentinel events, and significant adverse events; leads and/or participates in the development of root cause analyses as directed by the CMO.
Collaborates with the Chief Medical Officer in development and maintenance of complaint and streamlined VFC and VFA reporting to Shasta County Public Health.
Works with the CFO and CEO to develop and review contracts.
Other duties as assigned.
Master's degree required; Juris Doctorate preferred. Three years of experience in a setting that required risk management; documentation preparation and filing; government regulation; staff training. Health care experience preferred.
