The Community Health Center Network (CHCN), founded in 1996, is an association of eight federally qualified community health centers in the East Bay. We are committed to excellent, affordable care for underserved communities. CHCN is a nonprofit Medi-Cal managed care organization, providing business administrative support for our community health centers to focus on what matters most – patients. Data analytics, case management, specialist contracting, insurance processing and advancement of clinical best practices are what we do to drive better health outcomes for patients with the most complex needs. Together, CHCN health centers provide a wide range of culturally and linguistically competent care to more than 250,000 patients, including 140,000 Medi-Cal managed care members, across 90 sites in the East Bay. CHCN works closely with our sister organization, the Alameda Health Consortium.
Position Title: Chief Operating Officer
Reports To: Chief Executive Officer
The Chief Operating Officer (COO) is a member of CHCN’s Senior Leadership Team and thus plays a central role in strategic planning, innovation, data analytics, and business development. The COO ensures that ongoing managed care services provided by the operations departments are optimized and aligned to deliver on strategic goals and tactical objectives. This position requires in-depth knowledge of the health care industry, including its critical issues and major challenges in an increasingly competitive economic climate. This position also requires the ability to manage at multiple levels, to articulate and to integrate the organization’s mission, vision, and values in the work/business environment, and to lead individuals and teams.

Participates in Senior Leadership Team and contributes to overall strategic direction of CHCN.
Directs, aligns, and oversees CHCN’s managed care ongoing operational strategies, policies, objectives, and initiatives.
Recognizes, adopts, and implements operational best practices and metrics to obtained desired strategic and tactical results.
Collaborates internally and externally to establish direction and enhance alliances to accomplish strategic results.
Leads, mentors and coaches others while inspiring them to develop and reach farther.
Provides business perspective (i.e., potential operations issues) that result from HMO contracting issues/obligations, regulatory, and environmental changes.
Develops strategy and plans for implementing new objectives.
Reviews external environment, identify potential impact and with team, develops appropriate responses.
Required Education & Experience
Masters level education.
Minimum 5 years of leadership role managed care environment.
Knowledge, Skills and Abilities
Deep understanding of managed care operations and systems.
Leadership qualities and ability to inspire others to pursue agency’s values, mission and goals.
Ability to form productive relationships with all levels of staff and providers; willingness to listen with empathy to others.
